Bulgaria Embraces Tech-Driven Fuel Export Flexibility, Lifts Temporary Restrictions.

Bulgaria’s decision to lift its restrictions on the export and intra-EU supply of petroleum products could have immediate consequences for fuel prices and availability within the country. The move, effective after a parliamentary vote on September 23, 2026, comes amid significant increases in fuel costs, with Bulgaria experiencing the steepest rise among EU nations—an annual 34.5% increase as of August 2026.

The temporary export restriction, initially imposed in October 2025, was intended to secure domestic fuel supplies but has since been deemed unnecessary, according to Deputy Economy Minister Mihaela Karadimova. She noted that the risks that justified the restriction are now mitigated, and maintaining it was causing administrative challenges for fuel companies. Karadimova reassured that Bulgaria currently has adequate fuel supplies, and there is no shortage in the domestic market.

The repeal of the restriction aligns with the EU’s principle of free movement of goods, yet not all lawmakers are convinced of its benefits. Opposition members have expressed concerns that this decision might exacerbate pressure on domestic fuel prices and supplies. They advocate for measures to ensure that Bulgarian consumers continue to have access to affordable fuel.

Fuel prices in Bulgaria remain high, with the average price of A95 petrol at approximately €1.69 per litre and diesel at €1.95 per litre as of the date of the parliamentary decision. The economic impact of these prices is significant for consumers and businesses alike, prompting a critical evaluation of fuel supply strategies in the country.

This development highlights the balancing act Bulgaria faces between aligning with EU policies and addressing domestic economic challenges, particularly in the energy sector. The lifting of the export restriction could potentially relieve some of the administrative burdens on fuel companies while posing new challenges for domestic fuel management.
